The National Skills Coalition (NSC) has been a key player in advocating for worker-focused policies over the last 25 years. According to Espinoza, the organization is particularly focused on addressing systemic barriers that have historically hindered workers and business owners of color, aiming to advance racial equity in employment.

Transitioning to Skills-Based Hiring

Espinoza highlighted the growing trend of skills-based hiring, urging employers to prioritize candidates’ competencies and relevant experiences over traditional degree requirements. This shift aims to open doors for many qualified individuals who may lack formal educational credentials yet possess the skills needed for various roles. An example of this can be seen in recent federal investments, which are projected to create millions of jobs in sectors like clean energy and manufacturing, emphasizing the importance of skill development through short-term training.

Addressing the Needs of Older Workers

With demographic shifts leading to an aging workforce, Espinoza believes it’s essential to include the unique perspectives and needs of older workers in workforce discussions. By 2032, it is estimated that 24% of the labor force will be aged 55 and older. This demographic transition necessitates policies that provide the necessary skills and support for older workers who may be compelled to work longer due to financial constraints and labor market discrimination.

The Future of the Workforce Innovation and Opportunity Act (WIOA)

The upcoming reauthorization of WIOA is a priority for NSC, with calls for increased funding and a focus on equitable, skills-based training programs. Proposed changes include the introduction of new grant opportunities and emphasis on improving support services that cater to diverse worker needs.
